Dear Honorable Minister Sir,
I write this post with great regret that even after so many years of persisting problem of frequent inspections and evaluations in Engineering Colleges, disturbing the academics, research, and building a startup culture, the Government of the day has not received any feedback from the people who matter.
I am certain that this matter has not been brought to your notice as I have immense faith in the Government that such a key and important would not have been neglected.
To elaborate on the matter, more than 50% of working days in an Engineering College are spent in attending to Inspections and Evaluations by various bodies such as AICTE, UGC, State Govt. and so on.
During such inspections, Faculty partially fulfil their teaching responsibilities, and fully forget building a start up culture in the College, and many a times neglect their research work. We cannot blame the Faculty as they are duty bound to listen to the orders of the management to spend valuable time in inspections.
We cannot blame the management also as, if the inspection team comments negative, the college reputation may be affected.
So, Can we blame the Inspection team?
No. They are taking orders from their superiors.
Before, I go further and suggest a few solutions, let me brief on who we are in two lines.
We have created an online platform for bringing all stakeholders in Defence Manufacturing Businesses. And, Engineering Colleges are one of the major stakeholders. In fact, they are the key drivers.
To support them we have listed 25 Engineering Colleges (which offer M Tech in DT) and help them to provide students with various resources, such as list of Defence Companies, Defence Jobs, Defence Weapon Systems and so on.
But, sadly we find in almost all Engineering Colleges senior faculty are busy with mundane and repetitive inspection procedures and clerical work.
In a time when the Govt. is doing several things to make India a powerful nation, using thousands of Engineering faculty on clerical work is a Sin to say the least.
If this not addressed to immediately we will be doing a great disservice to Engineering Colleges, which have driven the IT revolution.
Any complaint without constructive suggestions, is meaningless.
So, I am offering a few suggestions. Pardon me for offering suggestions. It is being done in good faith.
Suggestion #1
Combine all inspections to one single inspection. This can be done easily with a bit of co-ordination.
Suggestion #2
Prelude an inspection with Voluntary disclosure. This will bring in a sense of self respect and dignity into the system.
Suggestion #3
Advice Engineering Colleges to create a separate permanent team to participate in inspection exercise.
Suggestion #4
Mandate that Inspections can be done during certain periods of the year only.
Suggestion #5
Create 3 Band inspections based on duration of inspection. Low ranked colleges will need more time for inspection. These can be in Band 3.
Similarly, Band 2 colleges can be inspected in lesser time.
Random selection can be done in to include in bands so that everyone is alert.
Good, consistently high ranked colleges will need lesser time and so put in Band 1.
Suggestion #6
A part of the inspection can be online and by third party also.

A reply from you will greatly assure all the Engineering Colleges that this seemingly trivial but extremely important measure to free up valuable Engineering Human Resources of our Engineering Colleges will be taken and a direction shown by you.
